Because diluting a acid is a highly exothermic process in which large amount of heat is produce...when we add acid to water, then all the heat produced is absorbed by the water...but when we add water to acid then the water may acid may splashes on our face and clothes and cause severe damage...hence, it is recommended that acid should be added to water...
