The answer is Magnesium due to exposure with air( oxygen) forms a protective layer of Magnesium oxide on it's surface which prevents it from burning.It is to remove this layer of magnesium oxide that it is rubbed with sand paper.

Magnesium is clenaed by sand paper or series paper because magnesium is covered with atmosphere oxygen(because Oxidation). This atmospheric oxygen prevents magnesium from burning.
