Some seats are reserved for SC and STs .This is because these communities are a minority group and there ideas and needs will not be expressed in the parliament. If there are no seats reserved for SC and STs they would have to compete with the common candidates .They could never win the elections as the opponent might exercise control over the SC and ST because they are in a minority and the opponent wins the elections .So Indian Constitution reserved some seats for the SC and ST so that they could also get elected at least by reservation so that their interests would also be into concern.
