Horace was a about 50 years old and a lock maker. He lived a happy and peaceful life. That is why he has been called good and respectable. But he was not completely honest. He used to rob a safe every year. And he has his own reason for that. He was fond of rare and expensive books. But he did not have the money. So he stole only once a year.
He can't be categorised as an typical thief because a typical thief would Steal whenever he finds an opportunity to do so. But Horace stole only once a year. And he did that only to satisfy his hobby of buying expensive books. Surely he was no typical thief.
