Speed of light does not cause refraction bro.. Refraction happens only when light enters in a different medium.

A beam of light is made up of tiny waves. Whenever a beam of light consisting of light waves in a certain medium falls obliquely on the boundary of another medium, then one part of light waves enters into other medium first and its speed changes first but rest of waves enter the other medium a little later. So, it speed changes and causes refraction.

Refraction of life is an effect that occurs when a light wave, incident at an angle away from the normal, passes a boundary from one medium into another in which there is a change in velocity of the light. ... Since the light speed changes at the interface, the wavelength of the light must change
