No freedom does not always mean absence of constraints because though the constitution has given us the Right to Freedom but it has given some guidelines by which some freedom has been taken. Here are the guidelines:
You cannot use this freedom to instigate violence against others.
You cannot use this freedom to incite people to rebel against the government.
If in a specific state an epidemic has widespread then the government can for a short period of time take away the citizen's Right to Move in any Part of the Country.
