The ends of the compounds(hydrophilic ions and hydrophobic ions)of these compounds do not form insoluble precipitates with the calciun and magnesium ions in hard water.Thus,they remain effective in hard water therefore,it will affect the hardness of water for the cleansing capacity of water.
