1) The Constitution prescribed that the number of ministers from dutch community and french community in the central government should be equal. 2) Equal power were given to the state government of 2 regions. 3)Separate government in Belgium is elected by the people belonging to 1 language community,i.e., Dutch, French and German speaking. It has given the powers regarding cultural, educational and language related issues.
