Ozone is formed when a nascent oxygen gets combine with an oxygen molecule. For obtaining nascent oxygen, one oxygen molecule should be splitted separate oxygen atoms which occur in the presence of ultraviolet rays, in nature. Since the amount of UVrays are more in the atmosphere therefore most of the ozone gets formed in the upper region of the earth. That is why we say that ozone is lighter than oxygen
