Merchants could not expand business in town because in towns urban crafts and trade guilds were powerful. These were the associations of producers that trained craftspeople, maintained control over production,. They regulated competition and prices and restricted the entry of new people into the trade. Rulers granted guilds and monopoly right to trade in specific products. Therefore merchants could not operate in the towns due to these reasons. Hope it helps you a lot.
