As the electric field inside a conductor is always zero. The electric lines of forces exert lateral pressure on each other which leads to repulsion between like charges. Thus, in order to stabilize spacing, the electric field lines are normal to the surface. Other reason can also be defined as if the electric field lines are not perpendicular to the surface there will be a tangential component of electric field along the surface which forces charge to move along the circumference due to which potential will not remain same on the surface.
