The clouds are at lower height.They are seen due to scattering of light from lower parts of the atmosphere,which contains large dust particles , water droplets and ice particles.In the case size of scatterer is very large than wavelength of colours.Therfore all wavelength are scattered equally and they merge to give a commom sensation of white colour .Hence clouds generally appear white
