Phenol is more reactive because it can easily form phenoxide ion (by donating H+ ion) which is resonatingly stabilised. Whereas when alcohols liberate H+ ion an alkoxide ion is formed which is less stable than the phenoxide ion due to +I effect of alkyl group attached to O in alcohol.
