Why is bromination of phenol in water is trisubstituted but in CS2 is monosubstituted?

In water, phenol liberates H+ and forms phenoxide ion. This activates the Ortho and Para positions of phenol very much which leads to the formation of 2,4,6-Tribromophenol. Whereas nothing such happens when CS2 is used in bromination of phenol and only monosubstituted compound is formed.
