1.More irrigational facility can be provided to grow more crops in a year 2. Technical and vocational training can reduce the unemployment of workers 3.loan should be provided to small farmers by the government or banks to buy seeds or develop irrigation facility ,etc. to enable them to go two to three crops in a year
