1.The Power is distributed equally among all the levels of governments. 2.Each system has its own jurisdication in specific matters of legislation,taxation and administration 3.The power of the respectative levels of government are specified in the constitution. 4.The fundamental provisions of the constitution can not be unilaterally changed by any one level of government.
