Hindi Shikshan the elimination reaction is preferred for substitution reaction that's why 2 degree Alcohol and 3 degree Alcohol cannot react with Sodium Potassium Bromide

Because this reaction occurs through SN2 mechanism due to this stearic hinderance in 2 or 3 degree is more than 1 degree and hence reaction occurs easily in 1 degree than 2 or 3 . Thus we should avoid 2 or 3 degree. l hope this answer will help you.
