Whole number = 0, 1, 2, 3, 4, 5..........
Integers = ..........., -3, -2, -1, 0, 1, 2,  3,.......
So every integer is not whole number.
But every whole number is a integer.

No. This is because integers contain negative numbers which are not included in whole numbers as whole numbers start from 0 . Examples of integers are -1,-2,-3 etc....
