benzyl chloride will undergo hydrolysis in aq. NaoH becoz in benzyl chloride ch3-cl bond is polar due to inductive effect and hence more reactive... on the other hand in chlorobenzene the lone pair of cl atom is delocalised over the double bond ring of benzene which aad double bond character to the c-cl bond of chlorobenzene.this makes the bond stronger and can't be hydrolysed easily.
