no, it doesnt cancels each other beacuse both action and reaction are applied on different bodies. two foces can cancels each other only if they are equal and opposite in direction and acting on a single body. If you place your foot on a boat then you apply force on the boat and due to newtons third law the boat also applies same and opposite force on you. here the two forces are same and opposite but not acting on a single body so that these doesnt cancel out each other.
