French armies were welcomed as harbinger's of liberty because
1.french army after the french revolution declare that they will free the rest of the europe from autocracy and help them to become nation state 
2.also french army representative (Napoleon )took many new revolutionary principal which he he'd already taken in France 
3.he take away the privilage based on birth secure right to property,and free the peasants from feudal and manorial dues .
4.in town he removed guild restrictions and make the whole system More rationale and efficient and small business men and artisan enjoy newly found freedom 
5.all this changes of french army seem to be very attractive so french army welcome as harbinger's of liberty

Because people thought that he could bring a glorious future for the nation as he has simplified various measures and system. And guild restrictions were also removed.peasents were freed from serfdom and manorial dues etc.
