equations are

x-4y+p=0------------------(1)

and 2x+y-q=0.-------------(2)

Putting x=3 and y=1 in(1)

3+4*1+p=0

p=-3-4=-7

putting x=3 and y=1 in (2)

2*3+3-q=0

q=6+3=9
