Acoording to ncert books....mlechchhas were those who dont know th sanskrit language and were were outsiders according to 4 varnas systm ...ex nishada ,forest dweller

Mlechchhas were those people who live at the outskirts of villages. They were not included in caste system of brahamans as there coustum was different.Eg- sakahs , came from central Asia.
