Besides income, the developmental goals of various categories of people are different from person to person. Some examples of developmental goals other than income are:

Apart from income, a rich farmer would like to have higher support price for his crops, cheap labour and subsidised inputs.
For a landless rural labourer, income is important, but he considers it his job can give education to his children and they don't face any social discrimination.
