Chlorine being a stronger electron withdrawing group, pulls the negative charge towards itself by inductive effect so that the negative charge density on the oxygen atom, is reduced, hence stabilizating the conjugate base of chloroacetic acid. While the negative charge on oxygen atom in acetic acid is localised and conjugate base is less stable.

Carbon atom of - CH2Cl group acquires partial +ve charge which spreads to oxygen of chloro acetate ion when H+ is released. so the - ve charge of this oxygen is stabilised and anion becomes a weak Base. correspondingly the acid becomes a strong acid.
