It is well explained by the Henry's law. As the temperature increases the solubility decreases. Thus more solubilty of oxygen in cold water makes it more comfortable than warm water as the temperature is high in it.

The amount of Oxygen dissolved in water decreases at higher temperature as a result it becomes more difficult to breathe less dissolved oxygen hence the aquatic species are not comfortable in warm water.
