Beacuse there is a zig zag random motion of electrons inside a conductor the cancel out each othrer's motion thats why no charge moves inside a conductor. If charge does not move than no magnetic field is produced. But when an external electric field is applied free electrons start drifting in the opposite direction of electric field. That means electrons start performing motion thus producing magnetic field.
