Different people have different development goals as all are not equally developed. Conflicting goals mean that development goals of a particular person or group is harmful and opposite to another persons development goals. For example a rich business man can have development goal of erecting a large dam.This development goal is conflicting to persons like farmers who want to do farming as erecting dams means lose of farming land for farmers.
