Well ,if the majority community rule ,i.e in this case,the sinhalas then the chances of dominance over the minority and furthermore,conflicts will be high. for ex, if sinhalas rule they will be given preferences in all the different aspects like education,jobs etc. etc. which will be highly unfair and injust to the minority,i.e the tamils. therefore, if both the communities share equity in the constitution then there wont be partial ruling on the governments side and even the people will be confident about their government.
