    Affected by financial bankruptcy Louis XVI called a meeting of the estate general to pass proposals to increase taxes.The voting system in the ancient times was that each estate had one vote but this time the representatives of the 3rd estate argued that it should be changed to each member has one vote.When this proposal was rejected by the king all the members of the 3rd estate walked out of the aasembly in protest. They gathered in a indoor hall of a tennis court at Versailles and declared themselves as a national assembly on 20th june 1798.They swore not to disperse till they had drafted a constitution for France which would curtail the powers of the monarch.

    When King Louis XVI refused to summon a joint session of the three Estates of the French society, the representatives of the Third Estate staged a walkout from the Parliament. They convened on a tennis court near the royal palace and proclaimed themselves to be the National Assembly, representing the whole of the French nation. They took an oath to stay united in their fight for the achievement of sovereignty for the French people.
