The question is not incorrect because this is a jee mains examination question

The question is incorrect. Bcoz the balls can attract and repel each other only if they have opposite charges. But 1 shows attraction to both the opposite charges. Moreover if they are neutral they could not attract and repel each other.

Its nuetral. Try doing +ve and -ve matches of the given pairs. You'll find that the ball 1 turns out to be attracting both +ve ans -ve charge. Try out.
