Bcaz in rural areas , there are farmers (small farmers and big farmers). They sometime need money to fulfill their needs and for working on fields so they borrow money from moneylenders of their village who gave them money on a high interest and when the small farmers could not pay the money then they have to work on the fields of moneylenders without any money. So, to solve this problem, government provides more loan facalities with very low interest to farmers so that they can easily pay the money. ?
