Two conditions for no refraction can be 

1. When light is incident normally on an interface of two media because in this angle of refraction and incidence are 0°

2. When two media have equal refractive indices as acc to snell's law in this case rays passes undeviated from the boundary.

1.the incident angle should be less than the critical angle.

2. the ray should travel from denser medium to lighter medium.
