Despite various reforms introduced by Robespierre the period he ruled was termed as reign of terror because;
1. Robespierre followed a policy of severe control and punishment . the people who disobeyed his policies were imprisoned and guillotined.
2. meat and bread were rationed.
3. maximum ceiling of wages and prices were made.
4. peasants were forced to transport grains and sell it at prices fixed by the government .
5. use of flour was forbidden. everyone had to eat equality bread
6. instead of sir and madam they were asked to call citoyen and citoyenne
7. he also shut the churches and converted them into barracks and offices.
