Because in dry HCL there is less concentration of h positive ions so that dry HCL gas does not turn blue Litmus red where is HCL does because of more h positive ions concentration

Acids are those which produce free H⁺ in aquous medium.HCl acid produces free H⁺ but HCl gas doesnt produce free H⁺ therefore HCl acid gives litmus test and HCl gas doesnt give litmus test.
