It depends on following :- 1. It depends on how peaple perceive their identities , The identities with r singular are difficult to accommodate where as if identities r multiple it is easy to accommodate . 2. Role of leader as outcome of democracy depends on leaders raise demands . Demands which r within constitutional frame work r easy to accommodate than this and demansds wihitch r not within constitution framework r difficult to accommodate 3. It also depends on the role of government to the demands raised
