Two factors are :- (1) FOUNDATIONAL CHALLENGES —> This is a challenge to make a transition from non-democratic form to a democratic form of govt & then building democratic institutions....(2) CHALLENGE OF EXPANSION —> This kind of challenge faced by the existing democratic countries.

1. Women who are 50% of the total population hardly gets 10% representation in state assemblies and parliament. No wonder that rape, domestic violence, child marriage etc are dealt causally or not an urgent issue for male chauvinist govt 2. Just 1% of the population pays income tax in a nation of 1.24 billion which has at least 15% of them are liable for income tax Google par ans available hai
