There are different opinions that historian have about the central authority of the harappans. They are:- + Some historians are of the view that the civilization had no rulers and everybody enjoyed equal rights and status. + According to others, there wasn't any single ruler,but several. + The third and the most plausible opinion is that there was a single ruler who was responsible for taking various decisions and for the management of the empire. This is supported by the fact that there were similar artefacts found along with evidence of mobilising labour on a large scale.
