Each state in india is divided into different constituencies ,people from each constituency elect their leader who then becomes a member of legislative assembly(MLA). Then,after the elections the MLAs belonging to the ruling party will choose their leader who will then become the chief minister of the state. the chief minister then elects other MLAs as different ministers of the state.The governor then appoints other people as ministers.
