Gauss' law, which states that the flux is equal to net charge enclosed divided by Eo(permittivity in vacuum) It is clear from the problem that there is no charge inside the sphere, because the charge always reside outside the bodies. When there is no charge inside, implies the flux is zero. Hence, A man inside insulated metallic cage doesn't receive shock when the cage is highly charged. When the flux is zero, then electric field is also zero.
