Nitrogen is a gas because it is simple diatomic molecule with triple bonds. Due to its small size and non polar nature interatomic are absent and is a gas. Phosphorus is a solid due to the presence of interatomic forces.

This is because nitrogen is of small size and mass, hence have weak vanderwall interactions and hence exist as gas at room temperature where as size and mass of phosphorus is large as compared to nitrogen and hence has strong vanderwall interactions exist as solid at room temperature.
