Merits 1 ) political leaders are motivated by the desire to advance their political careers. 2 ) they want to come in power and retain positions for themselves so they do their best to win the hearts of people.

Demerits 1 ) it creates a sense of disunity and functionalism in every locality. 2 ) pressure to win electoral fight doesn't allow sensible Long Term Policies to be formulated.
