Democracy is the rule of the citizens through their representatives. Measures to sustain democracy are:

Division of the powers of the governemnt into three organs: legislature, executive and judiciary. This is to ensure that no organ becomes too powerful. There should also be a system of checks and balances. Judiciary should be independent of legislature and executive.
Citizens should excercise the rights that are granted to them.
Citizens should actively participate in the process of decision making by involving themselves in debates and discussions. They should protest against repressive laws of the government.
