When independent states come together in their own ,they form a bigger unit so that they can increase their security by pooling sovereignty and by keeping their retaining identities. This called coming together federation.(2)In this federation, states have equal powers. e.g.USA,Australia, etc.... When a large country decides to divide its power between the central government and state governments, they form holding together federation.(2)In this federation, the central government and state government do not have the same power. The central government tends to be more powerful than states govt.e.g.India ,Belgium, etc..............hope it will help u??
