Bombay is known as a 'mayapuri', a 'City of Dreams' for the following reasons:

Despite its overcrowding and lack of sanitation facilities, a continulous stream of migrants pours in the city of Mumbai, i.e., erstwhile Bombay. This so since Bombay has historically provided ample eocnomic opprtunities for those seeking to find employment.
Also, Bombay has historically been the centre of the Hindi film industry. This has given the city a sort of glamour.
The many migrants who travelled from cities like Lahore, Calcutta, Madras portrayed Bombay as a city that gave everyone the opprtunity to realise their dreams.
The cumulative effect of these factors was that the image of Bombay got germinated as the city of dream and reality, of slums and star bunglows.
