It means that Pb4+ can distort the negative electron cloud on Cl- towards the centre of the bond more effectively than the Pb2+ ion as Pb4+ has greater positive charge. Therefore, it means that PbCl4 will be more covalent than PbCl2 (FAJAN'S RULE).
