When we dissolve ammonia in water it gives OH- ions... That's why it is considered as a base

Ammonia NH3 is a weak base... Which doesn't have hydroxyl group in its formula but it gives OH- ions when it reacts with water

Normally, it is accepted that a strong acid give rise to a weak conjugate base and weak base give rise to strong conjugate acid. when ammonia is dissolved in water it forms ammonium hydroxide. Ammonium hydroxide has the tendency to lose hydroxyl ion and hence act as a base.
