Newton's third Law says: For every action, there's an equal and opposite reaction.
Action and reaction are equal and opposite but do not balance each other this is because the action reaction pair do not act on the same body. Since they don't act on the same body we cannot cancel the forces just because they are equal. Thus eventhough, Newton's 3rd law says each action has an EQUAL and OPPOSITE reaction they don't balance each other.
