(i) Government can fix the minimum wages rate and working hours.
(ii) Government can provide cheap loans to the self employed people.
(iii) Government can provide cheap and affordable basic services like education, health, food to these workers.
(iv) Government can frame new laws which can provide provision for overtime, paid leave, leave due to sickness, etc.

If gov can give some loans to small farmers at lower interest rate. Also if gov. invest some money in transpotation for timely delivery of seeds.This will provide employment to both farmers and trader. Gov. can dig small canels to irrigate the fields. Farmers close to the forest can start honey collection centers and can sell wild honey. Farmers can open a cold storage to store their crops. Industries were set up im rural areas and give an oportunity to farmers to work.
