Kerala has a better human development ranking than Maharashtra in spite of lower per capita income because of the following reasons:
1.Infant mortality rate( IMR) is 12 death out of 1000 in Kerala, while it is as high as 25 deaths out of 1000 in Maharashtra (as in 2012). Kerala small Infant Mortality Rate because it has adequate provision of basic health education facilities.
2. Literacy rate is almost 94% in Kerala while it is around 82% in Maharashtra (as in 2011).
Money cannot buy all the services and goods that one may need to live well. In spite of high levels of income, money is not spend on education and health in state like Maharashtra due to lack of awareness. The government in Maharashtra should also provide adequate as well as chief services to its people as provided in Kerala. Income is not a complete indicator of material goods and services that citizens are able to use. Thus, States cannot be compared on the basis of income alone.
